Medicaid is the primary payer across the nation for long-term care services. Medicaid allows for the coverage of these services through several vehicles and over a continuum of settings, ranging from institutional care to community-based long-term services and supports (LTSS).
In 2013, Florida deployed the Statewide Medicaid Managed Care Program to meet the needs of their elderly residents. Under this program, Medicaid eligible seniors who require long term care supports can receive assistance in their home, in the community, or in assisted living.
Home and Community-Based Services (HCBS) Waiver programs are Medicaid programs authorized by Title XIX of the Social Security Act, Section 1915(c) that provide services in the home or local community for individuals who would otherwise require institutional care in a hospital, nursing facility, or intermediate care facility. These programs serve a variety of targeted populations.
The promotion of mental health, resilience. and wellbeing; the treatment of mental and substance use disorders; and the support of those who experience and/or are in recovery from these conditions, along with their families and communities.
Our unique approach provides on-demand care management services using Remote Patient Monitoring (RPM), Transitional Care and Triage digital solutions for primary care physician offices. FCMSA’s primary role is to expand accessibility for chronically ill patients and render just-in-time intervention by way of in-person, virtual and/or telephonic encounters. RPM is provided to monitor the patient daily, while the provision of Triage and Transitional Care serves as an extension of the primary care office to render interventions and support to reduce hospital admissions, readmissions, and emergency department use.

Linda is an energetic and business savvy individual with over 25 years of managed healthcare experience. Linda oversees the entire business enterprise. In addition, Linda has obtained and overseen numerous AHCA contracts, including Medicare and Medicaid programs. Her time and experience spent in former positions has prepared her for the challenges and opportunities that have been presented in the formation of FCMSA. Linda looks forward to a bright future and working closely with associates in fulfilling FCMSA's mission. Linda holds a degree in Social Work from Florida International University.
Director of Case Management
Kenny is responsible for overseeing the case management division of the agency, which includes ensuring compliance with all programmatic and state requirements. He started his case management career over 15 years ago working as a case manager for a local Diversion program providing services to the geriatric community. Throughout his tenure, he developed policies, and systems to help drive successful outcomes while developing training programs and fulfilling a quality assurance role for the agency. Kenny graduated from Florida International University with a bachelor’s degree in Psychology.
Director of Operations
David is a Lean Six Sigma Green Belt professional and certified grant writer with over 15 years of experience in the healthcare sector. He is instrumental in developing business strategy, process improvements and policy creation. He is experienced in managing a variety of Department of Elder Affairs Home and Community-Based Service Programs along with the Agency for Healthcare Administration Statewide Medicaid Managed Care Long-Term Care Program. David holds a Master’s Degree in Business Administration specializing in the healthcare industry and a Bachelor’s Degree in Psychology from Florida International University.
Quality Assurance Specialist
Tatiana initiated her career in a case management role, and later becoming a Supervisor and Lead Supervisor. Prior to her work with the aging community, Tatiana proudly served in the United States Coast Guard, where team building, and leadership skills were acquired. As a veteran, she spent many years seeking educational opportunities, and gaining experience in what community means and understanding the importance of community matters. Tatiana earned a Master’s degree in Social Work at Florida International University with a Certificate in Gerontology and a minor in Sociology. It is her life’s mission to maximize the aging community’s quality of life, supporting and empowering older people’s choices to live safely and independently in the community.
Quality Assurance Specialist
Katrina began her career as a case manager where she gained vast experience in the field of Home and Community Based Services (HCBS) and the Medicaid Long Term Care (LTC) program. Katrina excelled as a case manager and later as a supervisor managing a team of case managers. She was instrumental in the development and implementation of the FCMSA call center and proprietary information system. Katrina champions agency-wide training and has been influential with improving case management operations. As an Honored Phi Beta Kappa, she graduated summa cum laude from Florida International University (FIU) with a BA in Anthropology / Sociology and a Minor in Geography.
